Pay: HK$158,552 to HK$182,669 [HMPS point 20 to 24] per month including Monthly Allowance

Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.

Key Responsibilities:
The Senior Manager will be responsible for leading a team of in-house professionals and site staff for the planning, implementation and management of minor works projects of the Hospital Authority. The incumbent shall have a proven record in facilities and project management for a considerable size of property portfolio, as well as competency in administration of term contracts.

The appointee will be reporting to the Chief Project Manager (Building Works) and responsible for the following main duties:

  1. Holistically formulate works projects plan to maintain/improve hospital operational efficiency and development needs.
  2. Oversee the management to deliver works projects on time, within budget and to appropriate quality standards.
  3. Facilitate and support hospitals on the development of project proposals, works programming, funds bidding and procurement of works contracts.
  4. Develop, manage and oversee risk management measures for the compliance of statutory requirements/ ordinances, contract specifications, internal guidelines and procedures with respect to facility management, building engineering operation and maintenance services in hospitals, clinics and any other premises.
  5. Build a smooth interface between respective hospitals, government departments, contractors, professional consultants, and other stakeholders.
  6. Manage, monitor and report the performance of works agents appointed for the delivery of respective projects.
  7. Formulate tendering strategy and supervise the procurement, management and administration of works, services and consultancy contracts.
  8. Develop and implement energy management strategies to achieve continual improvement in environmental management.
  9. Lead and supervise the in-house team for the provision of quality technical support in all facility management aspects for hospitals.
  10. Any other duties as required to facilitate implementation of the projects and the division including job rotation to other relevant posts within and outside the division.


Entry Requirements:

  1. Member / Corporate Member of a professional institution, i.e. the Hong Kong Institute of Architects, the Hong Kong Institute of Surveyors or the Hong Kong Institution of Engineers in Structural Engineering or Building Services Engineering disciplines or equivalent with at least 10 years’ post qualification experience.
  2. Practical experience in facilities management and project management for maintenance and improvement works projects.
  3. Exemplary professional competency, conduct and ethics.
  4. Sound knowledge of construction contract management.
  5. Conversant with Hong Kong construction and building related legislations and government procedures on delivering public projects.
  6. Ability to communicate and present effectively in both English and Chinese.
  7. A high degree of independence, self-motivation, leadership and organizational ability.
  8. Knowledge of MS Office, project management and database software.
