Project Manager-In-Charge (24-Month Renewable Contract)
We are seeking a dynamic and experienced Project Manager-In-Charge (to be employed by the consultant and seconded to the Authority) to oversee a Design and Build (D&B) Contract for Joint-user Complex (“JUC”) and Public Open Space (“POS”), ensuring the successful project management for planning, design, construction, completion, maintenance, and supply of contract works. This role requires strong leadership, architectural expertise, and the ability to coordinate with multiple stakeholders to deliver projects on time, within budget and to the highest and exceptional standards.
The Project Manager-In-Charge will lead the Technical Service Consultant (TSC) team, overseeing the project works. The role involves managing site operations, ensuring statutory compliance, driving project progress through effective coordination, decision-making and working under Supervising officer (SO), SO’s representative and the Authority.
Key Responsibilities:
- Lead and manage the TSC team, including the architectural consultant and other consultants engaged by the Authority.
- Carry out duties for planning, design, construction, completion, maintenance, and supply of contract works.
- Prepare, endorse, and submit monthly progress reports to the Employer, reporting to URA's Executive Directors and Director as required.
- Take lead to resolve on-site architectural difficulties arising from unforeseen circumstances, ensuring minimal disruption and timely progress.
- Conduct risk assessments and implement strategic plans to mitigate project challenges
- Chair regular and ad-hoc meetings and inspections with the SO, government departments, end-user departments, D&B Contractor, and relevant parties.
- Review and monitor the Approval in Principle (AIP) and Detailed Design Approval (DDA) checklists and submission schedules, ensuring timely and adequate submissions from the D&B Contractor and Independent Checker.
- Advise the SO on consents for AIP and DDA submission packages.
- Communicate effectively with the SO and site supervisory staff on architectural and associated works.
- Deal with consequential changes to architectural design, coordinating with the D&B Contractor to produce sketch plans and working drawings.
- Lead the Building Statutory Compliance Committee to ensure compliance with regulatory requirements.
- Lead members within the TSC team including site supervisory staff to ensure the proper inspection of site work in terms of workmanship and compliance with contact requirements.
Requirements:
- Degree in Architecture, Project Management or equivalent;
- Minimum 20 years relevant post-qualification experience including minimum 8 years of ArchSD’s D&B job experience in the capacity of Project Director/Senior Managerial level
- Authorized Person (List of Architect)
- Registered Architect in Hong Kong
- Recognised professional qualification of HKIA
- Proven leadership skills with experience in managing multi-disciplinary teams and stakeholders.
- Strong knowledge of architectural design, statutory compliance, and construction processes.
- Excellent communication and interpersonal skills to liaise with clients, contractors, consultants, other stakeholders and government departments.
- Proficient in project management tools and processes, with experience in preparing progress reports and managing submissions.
- Ability to resolve complex on-site issues under pressure while maintaining project timelines.
- Proficient in architectural design software and project management software
- Fluency in written and spoken English and Chinese
The appointment will be made on a 24-month fixed-term contract, which may be renewable subject to appointee’s performance, the company’s business needs, and other relevant factors.
