Chief Project Manager

Cluster/Department: Development & Works Division, HA Head Office

 Pay: HK$203,551 to HK$217,794 [HMPS point 27 to 29] per month including Monthly Allowance

Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.
                             

Key Responsibilities:

The Chief Project Manager will be responsible for providing directorate support for a broad range of hospital development projects to ensure that projects are delivered on time and within budget. The Chief Project Manager has to oversee the implementation of the projects and ensure the progress meets project milestones. As such, the incumbent should have a demonstrated track record in team leadership and the delivery of large scale capital works projects.

The appointee will be reporting to Director (Development and Works) and responsible for the following main duties:
 

  1. Lead the implementation of the hospital development projects.
  2. Monitor the programme deliverables and budget for effective delivery of the projects.
  3. Oversee and manage the performance of professional consultants and contractors appointed for the delivery of respective projects.
  4. Lead the effective and smooth interface between the respective hospitals, government departments, contractors, professional consultants, and other stakeholders.
  5. Develop and monitor effective project management techniques and work processes to deliver projects on time, within budget and to appropriate quality standards.
  6. Lead and manage quality, safety, environmental performance and risk management measures of major capital works projects.
  7. Any other duties as required to facilitate implementation of the projects and the operation of the division including job rotation to other relevant posts within and outside the division.

Entry Requirements:

  1. Corporate Member of a professional institution, i.e. the Hong Kong Institute of Architects, the Hong Kong Institute of Surveyors or the Hong Kong Institution of Engineers in Civil Engineering, Structural Engineering or Building Services Engineering disciplines or equivalent with at least 15 years’ post-qualification experience.
  2. Proven experience of managing hospital and other similarly mega complex construction projects.
  3. Exemplary professional competency, conduct and ethics.
  4. Sound knowledge of mega construction contract management including major claim and dispute management.
  5. Conversant with Hong Kong construction and building related legislations and government procedures on delivering public projects.
  6. Ability to communicate and present effectively in both English and Chinese.
  7. A high degree of independence, self-motivation, leadership and organizational ability.
