Contractual BIM Integration: Bridging Contract Stipulations and Technology for Project Success

1. Interpreting Contractual BIM and DevB TC(W) 1/2025 – Sr Sunny CHOI

Sr Choi has over 36 years of expertise in quantity surveying.  He is the past Chairman of the HKIS QSD (2021 to 2023), the current Chairman of the Digitalisation Sub-committee of HKIS QSD and the current Chairman of the Digitalisation Committee of the Pacific Association of Quantity Surveyors.

The current focus of Sr Choi is to embrace innovative solutions and cultivate synergy across professions, the aim is to drive transformative advancements and deliver exceptional outcomes for projects, stakeholders, and the industry as a whole.

 

2. Contractual BIM - Challenges and Opportunities – Ar. Athena Chau

Athena Chau, an Authorized Person and BIM Manager, is an Associate Director at Wong & Ouyang (HK) Ltd. She is actively involved in the HKIA Board of Local Affairs and the Digital Sustainability Committee, helps organise the HKIA BIM Pro Training Programme, and represents HKIA in the Task Force on Adopting BIM for Statutory Submission.

At Wong & Ouyang, she leads the Architectural and BIM team for a large-scale mixed-use project, utilising Contractual BIM in tendering and construction. Her expertise integrates BIM theory into practice, advancing digitalisation in the building industry.

 

3. Enhancements to the HKIS BIM Contract Conditions – Sr Dr Paul Ho

Dr. Paul H. K. Ho has held prominent roles in professional organizations, including Chairman of the Quantity Surveying Division of the Hong Kong Institute of Surveyors (HKIS) (2005-06), Chairman of the Professional Green Building Council (PGBC) (2017-18), and Director of the Hong Kong Green Building Council (HKGBC) (2017-20). 

Dr. Ho notably served as Chairman (2015-16) of the HKIS Building Information Modelling (BIM) Committee, where he championed the adoption of BIM practices. He authored the “BIM Contract Conditions,” published in April 2020, and played a key role in establishing the “Surveyor BIM Professional” and “Surveyor BIM Coordinator” assessment schemes within HKIS in 2024. More recently, he contributed to drafting the “BIM Particular Conditions” for inclusion in the updated Standard Form of Building Contract.

 

4. How an effective EDMS and CDE control BIM model approval process and versioning? – Mr Kelvin Kuo

Mr. Kelvin Kuo has 20 years of Quantity Surveying and Project Management experience in the construction industry and has 14 years of BIM project management experience. With the professional knowledge and experiences, Kelvin has involved in developing and promoting the integration of BIM services to current QS practices since 2011, he is handling BIM5D (Quantitative Information Modelling, QIM) projects in public housings and private sectors of Hong Kong, China, Singapore, Malaysia and Japan. Now, Kelvin is the BIM Committee Chairman of CICES and member of HKIS QSD Digitalisation Sub-Committee.

 

5. BIM model data quality checking  – Mr Mirage Chow
Mirage Chow is a Senior BIM Engineer at Transcendence, actively contributing to the Hong Kong Institute of Architects' Board of Young Affairs and Digital Sustainability Committee. 

He introduces innovative design practices like Modular Integrated Construction and enhances the application of openBIM with new tools. Mr. Chow organizes BIM training sessions, coordinates BIM in construction, and focuses on integrating AI and openBIM in BIM coordination, including using AI to edit openBIM models and develop chat platforms with SQL for BIM interaction.

Brief details of the talk:

Development Bureau Technical Circular (Works) 1/2025 stipulates that the design BIM models of public works construction works tenders with estimates more than HK$30M shall form part of tender information and shall be contractually binding effective from 1 April 2025.

This seminar will explore the transformative impact of Building Information Modelling (BIM) within the contractual frameworks of Hong Kong's construction industry. Attendees will gain insights into key challenges, such as aligning traditional contracts with BIM workflows, addressing liability concerns, and fostering collaboration among stakeholders.

On the flip side, the discussion will highlight the immense benefits of contractual BIM, including improved project coordination, reduced disputes, and enhanced efficiency and transparency in construction processes. Through case sharing, participants will uncover strategies to overcome obstacles and harness BIM’s full potential to achieve project success.
