Briefing Session on Pre-qualified Lists under the New Support Service for Building Maintenance Works (全新樓宇維修支援服務「預審名單」簡介會)

Background:

As announced in the 2026 Policy Address, the Government is currently working in full steam in planning and preparing for a brand new support service for owners who need to undergo large-scale building maintenance works, including establishing more rigorously vetted “pre-qualified lists” of consultants and contractors (“Pre-qualified Lists”), as well as launching, for the first time, tender invitation and evaluation services for owners in engaging consultants and contractors with a view to combatting bid-rigging.  The new support service is targeted to be launched by end 2026, with the specific objective to have the three “Pre-qualified Lists” (namely inspection consultations, supervision consultants and building works contractors) available progressively be end 2026 and to begin tendering projects for property owners in the first quarter of 2027.  The Government aims to establish a professional and clean maintenance team that can provide property owners with high-quality and reliable services, as well as foster healthy development of the industry. 


On 29 September 2026, the Development Bureau officially announced that the application for the three “pre-qualified lists” of consultants and contractors under the new support service for building maintenance works will be open starting from September 30 for four weeks till October 27.  The goal is to have the ‘pre-qualified lists’ available progressively by end of this year and to begin tendering projects for property owners in the first quarter of next year.  In future, only consultants and contactors that are on the ‘pre-qualified lists’ will be eligible to submit tenders for projects under the new support service.
