Synopsis

Railway development plays a vital role in creating a livable and sustainable city-region. We are honored to have Ir Hon Gary Zhang and Ir Wilson Wong to share their insights on the latest strategic development of the future railway network in Hong Kong, and the opportunities of collaboration with the Greater Bay Area. Particular emphasis will be on the railways under construction and the recommendations made under the “Hong Kong Major Infrastructure Development Blueprint” announced by the Government in December 2023. 

The forum also invited experienced architects Mr. Laurence Liauw and Mr. Anthony Cheung to discuss the crucial role that architects play in integrating railway development in Urban Planning and Transit-Oriented Developments (TOD) Design, impacting our city, environment and citizens.

Speakers

Ir Hon Gary ZHANG Xinyu
Members of Legislative Council, HKSAR

Ir Hon Zhang Xinyu Gary is currently Legislative Council Member of the Hong Kong Special Administrative Region and deputy chairman of Sub-committee on Matters Relating to Railways.

Ir Hon Zhang was graduated from the University of Hong Kong with a Bachelor degree in Civil Engineering. He worked for MTR Corporation Limited and was responsible for the construction and operations of various railway projects. He is also a member of The Hong Kong Institution of Engineers (“HKIE”) and Chartered Member of The Chartered Institute of Logistics and Transport.

Ir Wilson WONG Wai Shun
Associate Director, AECOM

Ir Wilson Wong is an Associate Director of AECOM in Transportation. He is a chartered civil engineer, an awardee of Young Engineer of the Year, and currently serves as a committee member of the Logistics and Transportation Division in HKIE.

He began his career at MTR and has been involved in various railway projects, ranging from feasibility studies to detailed design, construction management, and Operations and Maintenance. As the team lead, he is now responsible for planning the future railway network under the "Strategic Study on Railways beyond 2030," as well as assisting in the recently published "Hong Kong Major Transport Infrastructure Development Blueprint" for the HK Government.

Ar Laurence LIAUW
Faculty of Architecture, HKU

Ar Laurence Liauw is Director of SPADA and Spada Health Concepts. An ex-investment banker in London and Tokyo, he has now practiced for more than 29 years as a registered architect, urban designer and masterplanner in the UK and Asia. Laurence specializes in the strategic planning and design of large-scale urban projects. SPADA has worked on TOD projects related to airports, high speed rail, metro and ports in the GBA, SE Asia and Middle East.

A graduate of The Architectural Association School of Architecture in London, Laurence has been an Adjunct Associate Professor of Urban Design with The University of Hong Kong Faculty of Architecture since 2011. He is the author of “AD: New Urban China” (pub Wiley) and is a frequent juror and consultant on major urban masterplans in Shenzhen and across the GBA.

Ar Anthony CHEUNG
Ronald Lu & Partners (RLP)

Ar Anthony Cheung, AIA and HKIA member, is a Director, Head of Studio, and Vice President (Design) for mainland China at Ronald Lu & Partners (RLP). He holds a Master of Science in Advanced Architectural Design from Columbia University and a Bachelor’s Degree in Architecture from the University of Southern California. Since joining RLP in 1998, his extensive knowledge and expertise has been applied to a wide range of projects, many of which have revitalized the urban fabric and reshaped the skylines and harbourfronts of cities around Asia, including Hong Kong.

He is an expert in highly complex transit-oriented development projects, having been involved in TODTOWN, the first real such development in mainland China; the Wuhan Chow Tai Fook Finance Centre; Zhuhai Unipark; Beijing City Next; and the Shenzhen Pinghu Comprehensive Development. In addition, he co-authored “High-Density Transit-Oriented Development” and was a member of the Harbourfront Commission of the Hong Kong SAR. Anthony is a frequent public speaker and guest lecturer.
