1.           Buildings Department (BD) is spearheading the development of Electronic Submission Hub (ESH) as a digital platform for receiving and processing building plans and applications submitted under the Buildings Ordinance (BO), as an alternative means to the present paper-based mode of submission.  ESH is a web-based platform operating 24 hours a day and 7 days a week all year round, excluding scheduled maintenance and unexpected downtime.

2.           Stage 1 of ESH was launched on 30 June 2022 to accept electronic structural plan submissions for building works above ground (excluding alteration and addition works).  With the implementation of Stage 2 of ESH scheduled for launch on 31 March 2023, the system will be extended to include plan submissions of various types of building works under the BO including demolition, drainage, excavation and lateral support, ground investigation, foundation, hoarding, site formation and all structural works (excluding alteration and addition works).  ESH will be further extended to cover all types of submissions including general building plans and plans for alteration and addition works by the second quarter of 2025.

3.          This briefing session aims to provide information on the basic operation of ESH including its overview, requirements, features and functions for making electronic plan submission in Stage 2 of ESH. It will demonstrate step-by-step procedures on using ESH as a user to activate personal user account, login ESH, activate projects, invite collaborators (i.e. project team members), prepare plan submissions / forms / documents, consent applications for commencement of works, applications for completion of works, communication with BD and centralised processing system participants, supersede plans and documents, etc.
