香港建築師學會對「保留皇后碼頭及愛丁堡廣場」之會員意見調查
背景資料
按目前進行中的中環填海工程之規劃,當中有數項相關的基建工程不僅影響皇后碼頭目前狀態,而且會影響毗鄰愛丁堡廣場之完整性。 香港建築師學會已於2007 年1月發布原址保留皇后碼頭之立場聲明,並已在立法會發表有關意見。 按立法會要求,政府在2007年1月至4月間與有關的專業團體代表(包括本學會)會晤四次,討論已規劃的基建工程施工與保留皇后碼頭之間的技術衝突,及尋求合適建議。 政府就保留碼頭歸納出四個建議方案:
- 建議(a):原址保留碼頭,修改在位置上與皇后碼頭有衝突的已規劃基礎設施的定線。
- 建議(b):以下述步驟原址保留碼頭:使用沙料及/或灌漿填補碼頭下面的空間;採用樁柱轉移及開挖隧道的方法,建造地下延展掉車隧道和排水暗渠;以及建造臨時道路,以換取時間,完成P2路的修訂計劃的法定程序。
- 建議(c):原址修復碼頭,把上層結構(上蓋連支柱)推移別處,以建造地下基礎設施,竣工後把上層結構推回碼頭現址;以及修改P2路的定線避開皇后碼頭。
- 建議(d):全力保存碼頭上層結構,然後在原址附近或其他合適地點重組。

在此問卷,原址保留解作保留皇后碼頭於現在位置,儘管有需要鞏固現有建築物及有可能重建現有地底結構。

HKIA Members' Opinion Survey on the Preservation of Queen's Pier & Edinburgh Place
Background
The ongoing reclamation of the Central waterfront involves a number of associated infrastructural works which, as currently planned, may affect not only Queens Pier at its current status but also the integrity of its adjoining Edinburgh Place. The Hong Kong Institute of Architects (HKIA) issued a statement in January 2007 on its stance to the in-situ preservation of the Queen's Pier and such view was also presented at the LegCo. As requested by LegCo, between January-April 2007, 4 separate meetings were held between technical departments of the Government with the representatives of the concerned institutes, including HKIA. Such meetings were intended to discuss the technical conflicts between the originally planned infrastructural works and Queen's Pier, and to explore any alternative proposals. Up to now, the Government has summarized four options of preservation:
- Proposal (a) : In-situ preservation by shifting the alignments of the planned infrastructures which are in conflict with the Queen's Pier.
- Proposal (b) : In-situ preservation by filling the void underneath the Pier by sand/grouting; constructing the underground EOT and drainage culvert by underpinning and tunneling method; and constructing a temporary road to buy time for completing the statutory procedures for the amendment scheme of Road P2.
- Proposal (c) : In-situ reinstatement by rolling the superstructure (roof and columns) away for construction of the underground infrastructure and rolling it back upon completion of the construction; and shifting Road P2 away from the Queen's Pier.
- Proposal (d) : Preserve the above-ground structure of the Pier as far as practicable and store for reassembling in close proximity to its original location or at other appropriate location.

In this questionnaire, “In-situ Preservation” means keeping Queen's Pier in its current location, which may involve necessary strengthening of existing structure and/or possible re-construction of existing sub-structure.
